Choices for Youth (CFY) is a dynamic, progressive organization that empowers homeless and at-risk youth with innovative options and tools to move from street-life to more stable, healthy living situations. We are currently looking to fill the Director of Programs role within our organization.

Reporting to the Executive Director, the Director of Programs is responsible for ensuring that the vision, mission and core values of the agency are adhered to and all youth programming is in line with the agency’s strategic plan. As a transformational leader, the incumbent will create a vision to guide positive change and innovation through inspiration, motivation, role modelling and coaching, and by working in collaboration with the management team within the CFY Programs division and other members of the Senior Leadership Team.

Primarily, the Director of Programs will oversee the program portfolio to ensure adherence to program deliverables and contractual obligations, while managing and leading program staff to deliver program outcomes. The Program Director will have primary responsibility to lead ongoing processes to ensure strategic and performance improvement initiatives throughout the portfolio are being undertaken and monitored. Integrating strategy, data management, quality improvement, practice and project planning across all services within the Programs division to achieve deliverables and excellence in supporting youth is a key component of this role. This role will also involve approaching work analytically and critically through the development of a robust data management systems and best practice analysis to tell the story of our impact through qualitative and quantitative means. The Program Director will also play a key role in building out the organizations capacity to articulate its Social Return on Investment.

Organizational Context

This position requires a proactive and strategic approach in a fast-paced and complex environment with the ability to critically assess opportunities and risks to provide strategic level decision-making and guidance on a routine basis. Core Duties and Responsibilities

  • Develop and implement mechanisms to ensure effective service delivery, including the implementation of a quality assurance program and the development of policies and procedures for all program functions.

  • Develop, co-ordinate and supervise methods to collect and analyze program data and performance indicators.

  • Contribute to the effective delivery of services and the efficient administration of the organization, including participating in the development of program policies and procedures.

  • Identify material, space, and financial resources required for the delivery of services within the assigned areas of responsibility; provide critical input to budget development; recommend resource allocation and budgetary adjustments; monitor expenditures and variance reports; and ensure that resources are utilized effectively and efficiently to meet the needs of CFY clients.

  • Provide leadership to coordinate and supervise the development, implementation, monitoring and evaluation of services and interdisciplinary programs.

  • Provide leadership in the identification of program needs and priorities in consultation with internal and external service providers, community groups, community members and others as appropriate.

  • Support the implementation of community-wide coordinated access efforts including systems of coordination within CFY.

  • Collaborate and work with community and regional partners as a representative of CFY to inform and better support services more broadly for vulnerable youth and families.

  • Responsible for risk management planning and implementation related to all youth programming at CFY.

  • Responsible for program reporting and impact measurement.

  • Oversee safety, maintenance and planning for physical spaces for CFY programming.

  • Create systems to ensure all operational requests are evaluated and delivered efficiently upon approval.

  • Monitor evolving internal and external conditions and environmental/systemic factors contributing to vulnerability for youth and young families.

  • Contribute strategic leadership to high level discussions with all levels of government regarding current and future operations (vision) of CFY.

  • Manage, and build where necessary, external partnerships with key stakeholders on a provincial, national, and international level.

  • Lead the implementation of new innovative programs and services to meet the evolving needs of youth and young families.


  • Master’s degree with a focus on social services, public health, psychology, counselling or other related field. Equivalent combination of education and experience will be considered.

  • At least 5+ years of progressive experience in the child and youth, social service, behavioral science, mental health, or education sector(s).

  • Demonstrated experience working with policy development, research and evaluation, government systems and policies, social programs and services, funding sources, information technology, financial management, and human resources.

  • Demonstrated proficiency in macro oversight, process and policy development, productivity measurement, and systems optimization using appropriate methodologies.

  • Experience implementing/overseeing data collection, outcome measurement systems considered a strong asset.

Work Hours Hours of work for this position is 35 hours per week and flexibility in work hours will be required including evening and weekend work to accommodate organizational requirements.

Compensation The salary for this position is $80,791 - $84,638.71 annually. Choices for Youth offers a competitive compensation package, including: a health and dental program, employer-matched RRSP and four weeks’ vacation to qualifying employees.
