Job Posting: Regional Manager (Western NL/Labrador)

The NL-Integrated Youth Service Initiative (NL-IYS) is an emerging network of integrated youth hubs across Newfoundland and Labrador (NL). On behalf of a group of key provincial partners and funders including the Department of Health and Community Services and the Graham Boeckh Foundation, Choices for Youth is leading this initiative. Led by a Provincial Director, the goal of NL-IYS is to remove barriers and increase access to health services and wrap-around supports for young people ages 12 to 29 and their caregivers through a network of youth-friendly centers across NL and online.

Operating from a shared model of fidelity and consistency, NL-IYS will support the provision of integrated mental health care, substance use services, physical and sexual health care, youth and family peer support, and social services that are evidence-based and reflective of local needs. Building on the substantial work completed by Choices for Youth, including five years of consultation with 1200+ young people, and 300+ service providers in 32 communities. NL-IYS is seeking to hire one (1) full-time permanent Regional Manager in Western NL/ Labrador to join our provincial team to support the development, coordination, and engagement of four community-based and youth-focused hubs.

Reporting to the Director of NL-IYS, the Regional Managers will assist local steering committees in preparing a Call for Proposals for NL-IYS sites. Once NL-IYS sites are selected, the Regional Managers will support with clinical planning and coordination, regional partnership building, youth and family/caregiver engagement, and implementation of programs and services. The Regional Managers work with the NL-IYS team to lead and/or support the development and implementation of services from early stages to fidelity, integration, and sustainability.

The Regional Managers will also be responsible for high-level leadership of the NL-IYS hubs’ daily activities and services as well as regional oversight of the sites. They will provide leadership on behalf of the network and promote interdisciplinary practice and collaboration, ensuring quality care that is informed by youth needs and preferences and promoting continuous quality improvement through all systems and processes. They will collaborate with related health and social support services and other relevant community resources and participate actively in NL-IYS provincial networks and related working groups and events.


· Engages and collaborates with NL-IYS hubs (local leadership, teams, partners, and stakeholders) and supports the Call for Proposals, site planning, development, implementation, evaluation, quality improvement, and decision-making at the local level. This includes liaising with local clinical leaders, staff, and other stakeholders to support collaboration and site(s) readiness.

· Collaborates with the Director to establish work plans, track progress, and monitor project status.

· Supports engagement of youth and caregivers/families in the development and implementation of local and/or regional youth advisory councils.

· Leads hiring efforts alongside the Director of NL-IYS once sites are selected and support in identifying and securing leasehold agreements.

· Uses evidence-based research to identify best practices and emerging trends and conducts literature reviews and environmental scans to support program decision-making, planning, and implementation.

· Supports the development of integrated service plans, ensuring they are well defined, operationally feasible, efficient, and effective.

· Reviews and advises on budgets, staffing requirements, and service schedules.

· Works collaboratively with NL-IYS team members, community partners, and contracted services to ensure that the requirements identified in the service plan are reflected in the physical environment at each NL-IYS site and the operationalization of NL-IYS core service streams.

· Facilitates the development of community partnerships. Works with lead agencies,

community sector representatives, Regional Health Authorities, and public services

organizations, to support clinical pathway development and strategic implementation plans.

· Conducts and chairs meetings with stakeholders, explains parameters of the program/

service and seeks input from the interdisciplinary team that impacts the clinical and strategic

aspects of the service plan. Attends local steering committee meetings.

· Contributes to the implementation of effective processes to ensure success and to assess risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the program/ service plan.

· Works in collaboration with the CFY Strategic Initiatives team to implement evaluation

processes at NL-IYS Hubs, including supporting the implementation of data

collection platform(s) and administration of data collection tools linked to evaluation.

· Responds to and provides support to team members and colleagues during critical incidents and high-risk situations.

· Performs administrative functions, including writing reports, producing documents and presentations, leading or supporting policy development, and ensuring adherence to policies.

· Performs other related duties as assigned.


Regular hours of work for this position are 9:00 am-5:00 pm Monday to Friday (37.5 hours per week). Flexibility in work hours will be required to accommodate higher work volumes and organizational requirements, including occasional and emergent need to work evenings and weekends.

Hours worked in excess of regular hours will be accounted for in accordance with the overtime provisions of the Personnel, Policy and Procedure Manual of CFY and the Labour Standards Act NL.


  • Post-secondary degree in a relevant field, such as public health, commerce, public administration, social work, nursing, or psychology/counseling.

  • 3-5 years of relevant employment experience including leadership and management experience.

· Experience in community-based facilitation and multi-sectoral collaboration and stakeholder engagement

· Understanding of and passion for supporting youth and their families.

· Genuine commitment to service integration and improving service experiences for youth and their families.

  • Experience with developing policies and procedures, designing and delivering programs

· Experience writing reports and/or other forms of communications.

· Current and continuing registration with professional relevant association(s) or regulatory college is required

· Ability to travel across the province as needed.

  • Satisfactory criminal record check and vulnerable sector check

  • Proof of Covid-19 vaccination Status

  • Drivers License & access to a well-maintained vehicle


· General knowledge of the social services sector and various community agencies in NL

· Experience with multi-disciplinary health care teams and primary care considered

  • Knowledge of provincial and federal government systems

  • Experience working in or with rural, remote, and/or northern settings


The salary for this position will be $73,455.20 - 76,949.60 annually. CFY offers a competitive compensation package, including a health and dental program, employer-matched RRSP, and four weeks’ vacation to qualifying employees.
