Choices for Youth (CFY) is seeking proposals from qualified consultants with demonstrated experience in conducting compensation, benefits, and classification reviews. This project has two main objectives:
Comprehensive Review of Compensation, Benefits, and Salary Bands Across the Organization
Team Lead Position Classification Review
About Choices for Youth
Founded in 1990, CFY is a non-profit social services organization based in St. John’s, NL, dedicated to creating supportive programs and opportunities that empower young people. Our organization serves over 1,000 youth annually, providing essential services in housing, employment, family stability, and health.
Background
CFY currently employs over 100 staff members across various program areas, including housing, family and natural supports, outreach and youth engagement, mental health, and education, employment and social enterprise. Supporting this work are CFY’s service centers, which oversee funding development, communications, finance, administration, human resources, and impact measurement and engagement. With plans to scale services into rural and remote areas through Integrated Youth Services, CFY seeks to ensure competitive, market-aligned compensation to attract and retain skilled staff. Our last compensation review was conducted in 2020, and we are now looking to update our compensation and benefits offerings to align with industry standards and maintain a motivated workforce.
Project Scope and Deliverables
CFY aims to provide fair, competitive compensation for its valued staff and seeks a comprehensive analysis of salaries and benefits across 20+ job classifications, from frontline roles to management. The review will encompass both monetary and non-monetary compensation and an evaluation of the organization’s salary bands against sector peers within Newfoundland and Labrador and Atlantic Canada.
Key Deliverables (to be completed by February 28, 2025)
Review existing job descriptions and organizational model.
Assess compensation and benefits against industry trends through market benchmarking.
Review classification of Team Lead position based on current job description and market benchmarking.
Engage staff across various levels to incorporate perspectives on compensation.
Analyze current levels of both monetary and non-monetary compensation and benefits.
Offer actionable recommendations for implementing compensation adjustments.
Suggest strategies for staff retention and attraction aligned with compensation findings.
Provide recommendations for adjustments to employee benefits and other total compensation elements based on market benchmarking.
Present findings and recommendations virtually to management and the Board of Directors.
Please note: Data privacy and confidentiality are paramount for this project. The chosen consultant(s) must sign a privacy and confidentiality agreement, with data use restricted solely to the project’s scope.
Qualifications and Experience
The consultant(s) must have relevant expertise in conducting comprehensive compensation and benefits reviews.
Proposal Submission Guidelines
Personnel: Identify project personnel, including any third-party subcontractors involved.
Proposal Components
a. Corporate Profile: Overview of the company’s services and relevant experience.
b. Team Information: Resumes and experience levels of personnel involved in the project.
c. Work Plan: A detailed approach, including timelines, required resources, and strategy to meet RFP requirements.
d. Project Costing: Detailed breakdown of costs, including labor, materials, subcontracting, travel, taxes, and incidentals.
e. Special Considerations: Identify any perceived project challenges and your approach to addressing them.

Proposals will be evaluated based on the following criteria:

Consultant Experience (40%)
Project Cost (10%)
Timing
The consultant should be prepared to start the project immediately upon contract award. The contract must be completed by February 28, 2025.
